Why Parks and Recreation Matter
Parks and recreation are central to Plymouth’s quality of life, bringing people together and making the city a great place to live, work and raise a family.
Growing Demand, Aging Facilities
After decades of heavy use, many of Plymouth’s most popular recreational facilities are aging and in need of repairs or replacement – including the Plymouth Ice Center and the seasonally inflated Fieldhouse dome at the Plymouth Community Center. Additionally, as participation in sports and recreation continues to grow, community demand for ice rinks, gym time and field space has increased, stretching the availability of these amenities across the city.
Based on resident feedback, the city has developed a $135 million plan to update and expand recreational amenities across Plymouth. The plan includes three major initiatives:

Expanding and renovating the Plymouth Ice Center

Building a new year‑round Fieldhouse to replace the seasonal dome at the Plymouth Community Center

Developing a new regional sports complex at the former Four Seasons Mall site
Paying for this investment
The city continues to evaluate funding options and next steps for the Play it Forward Plymouth investment plan.
During the 2025-26 legislative session, Minnesota lawmakers did not advance any local sales tax requests, including Plymouth’s proposal to let voters decide whether to fund the plan using a local sales tax.
Moving forward, the city remains focused on finding a long-term, fiscally responsible way to support these important community projects.
