A Community-Driven Process

Every step of planning has been shaped by community input and a shared desire to create spaces that serve residents today and in the future.

Gathering resident feedback

The city has used a variety of engagement tools to better understand residents’ needs, priorities, and aspirations for future recreation investments, including:

  • Resident surveys

  • Public meetings

  • Community events

  • Public comments received through email and social media

  • An interactive feedback map and other online engagement tools

Recreational Facility Assessments

The city conducts thorough facility assessments to help identify specific needs and ensure Plymouth’s public amenities can continue serving residents safely and effectively. Recent assessments include:

  • The Plymouth Ice Center underwent a facility assessment in March 2023, which included a complete inventory and evaluation of all systems to understand where repairs and updates are needed.

  • The Fieldhouse dome and turf undergo annual assessments of their conditions, operational performance, and compliance with safety standards, helping the city proactively identify any issues and necessary improvements.

Where things stand

The city is continuing to evaluate funding options and weigh the best path forward for these community investments.

During the 2025-26 legislative session, Plymouth was one of about 40 communities across Minnesota seeking legislative approval to bring a local sales tax before voters to fund community investments.

While a divided legislature was unable to advance any of those requests, the Play it Forward Plymouth plan and the long-term needs behind it were well received in both the House and Senate.
