Expanding Recreation Opportunities Across Plymouth
The city is pursuing a plan to invest $135 million in the places where residents play, gather and connect – whether it’s for a game, outdoor activity or spending time with neighbors. Based on community feedback, the proposed plan includes three major projects at the Plymouth Ice Center, Plymouth Community Center and former Four Seasons Mall site.
Plymouth Ice Center Expansion and Renovation
To address aging infrastructure, meet growing demand and create a more welcoming environment for all, proposed upgrades to the Plymouth Ice Center include:
Adding a fourth sheet of ice to meet community demand for ice time and better accommodate large hockey tournaments that boost the local economy. This expansion will also be designed to support sled hockey, improving accessibility for players of all abilities.
Updating and improving team rooms, viewing areas, concessions, seating and other amenities to create a modern, flexible layout for players and spectators that meets ADA accessibility, fire safety and lighting standards.
Installing modern HVAC systems and refrigeration to replace aging equipment and support year-round comfort and efficiency.
Realigning 37th Avenue North to support the expansion, improve access to the Plymouth Ice Center and streamline traffic flow.

New Year-Round Fieldhouse
The proposed permanent Fieldhouse would replace the seasonally inflated dome at the Plymouth Community Center to meet demand for year-round indoor recreation space. The project would also allow for the construction of a third gym at the Plymouth Community Center, expanding sports and recreational opportunities for residents.
The proposed Fieldhouse features:
Flexible indoor turf
A separate elevated walking track for improved safety
Dedicated space for recreational gymnastics
A new, ADA accessible entrance from the parking lot that will allow for extended hours beyond the main Community Center schedule
Improved capacity for non-sport activities like open play for kids, birthday parties and a range of other community events

New Regional Sports Complex
at Former Four Seasons Mall Site

Developing a regional sports complex at the former Four Seasons Mall site would address Plymouth’s field shortage, alleviate community demand for athletic field space and improve the city’s ability to host practices, games, leagues and community events.
The new complex would feature:
A synthetic turf championship soccer field
A multi-sport field for lacrosse, youth football and other activities
A covered outdoor ice rink
Space to support a blend of organized athletics, park & ride functionality and community recreation
Together, these investments would create a stronger, more dynamic recreation system in Plymouth, strengthening opportunities for recreation and community connection for years to come.
